IMPA Workshop on Citizens’ Report Card concludes
JAMMU, DECEMBER 18– Two day Workshop on
“Citizens” Charter in Government Departments of J&K” and
Assessment of Citizens’ Feedback on Service Delivery through
Report Cord on Departments’ Performance”, organized by J&K
Institute of Management, Public Administration and Rural
Development(IMPA) in collaboration with Department of
Administrative Reforms and Public Grievances (DARPG), Government
of India concludes here today.
Held under the Workshop Coordinatorship of Dr. Sunita Zalpuri,
Associate Professor, IMPA, the key note address was delivered by
the knowledge partner, Dr. Sita Sheikhar from Public Affairs
Foundation, Banglore.
She gave presentation on the context, concept, method, impact
and learning about the Citizens Report Cards. She also
highlighted how these cards are designed, major outcome of the
Citizens’ Report Cards and critical lessons and experiences.
All this was supplemented with a film on CRC. Senior level
officers, attending the workshop, participated in the discussion
on the Citizens’ feedback on service delivery through report
card. The concluding session was attended by a galaxy of
officers from J&K Administration and members from civil society.
Among others, Director General IMPA, Mr. Mohammad Iqbal Khandey,
along with IMPA team, Commissioner/ Secretary, General
Administration Department, Mr. Basharat Ahmed Dhar along with
his team and Mr. P.K. Jha, Joint Secretary, DARPG, GoI attended
the concluding session.
Participants hoped that the workshop would help in initiating
reforms in governance ensuring service delivery to the end
users.
Detailed discussions on Citizens’ Report Card were held and
thereby relevance of feedback from actual users of services
regarding availability usage, quality and also providing
redressal to the agreed was discussed. It was further hoped that
the workshop will pave way for citizens’ charter initiatives in
J&K State. They also stressed for launching massive awareness
campaign amongst all the stakeholders to change the mind-set ,
besides evolving a mechanism for monitoring evaluating and
reviewing the working of charter preferably through and outside
agencies.
