Cradled in the
lap of mountains at the foothills of auspicious Trikuta, besides the
river Tawi at an altitude of 1030 ft. is Jammu. This 'city of
temples' has many places that are flocked by people from every nook
and corner. Among all these, also comes the famed university of
Jammu. A place, where imparting education is not considered just as
a mere duty, but as a commitment towards the advancement of the
society. A university with a vision and a single-minded mission. To
make Jammu university a name to reckon with. A saga that has been
continuing from the time of its inception.
The University of Jammu, accredited as 'A' Grade University by
National Assessment & Accreditation Council of India came into
existence in 1969 vide Kashmir and Jammu Universities Act 1969
following bifurcation of the erstwhile University of Jammu and
Kashmir. The University provides instructions in such branches of
learning as it deems fit and makes provision for research and the
advancement and dissemination of knowledge. The University stands
for spiritual and material elements in life thirst for knowledge and
virtue under the backdrop of holy peaks of Trikuta Hills.
University of Jammu holds examinations, grants degrees, generates
knowledge and confers diverse academic distinctions on persons who
pursue approved courses of study in the University or in constituent
colleges/institutions approved for the purpose also for those who
appear as external/private candidates. It also confers honorary
degrees or other distinctions on the persons of exceptional caliber.
The University also admits, maintains, recognizes, affiliates
colleges and other institutions. It is primarily a research,
teaching, affiliating, examining body involved in promotion of arts,
science and other branches of learning. The University is open to

University of Kashmir
Situated at Hazratbal, an idyllic area on the western side of the
fabulous Dal Lake of Srinagar and held in veneration by the Muslims
for the beautiful mosque that enshrines the holy hair of Prophet
Muhammad (Peace be upon him), the University of Kashmir is spread
over 263 acres of lush green land with three adjacent campuses of
exquisite beauty, Amar Singh Bagh, Naseem Bagh and Mirza Bagh. Amar
Singh Bagh is located on the bank of the Dal having on its other
three sides a background of mountainous amphitheatre rising to a
great height above its crystal clear water. Naseem Bagh, or "the
garden of breezes", laid originally by Emperor Akbar, is a
magnificient grove of chinar trees, facing the artificially formed
island, Sona Lank or the Golden Island, in the centre of the
northern portion of the Dal. Mirza Bagh, now the "University Town",
housing the residential quarters for the teaching and non-teaching
staff of the University, is situated on the bank of the famous,
Nageen Lake. The unique combination of lake and mountain scenery,
and the impressive calm and serene ambience provide a highly
congenial atmosphere for the philosopher's contemplation and the
scientist's research.
The University arose out of humble origins immediately after
Independence when in 1948 the State Government established an
institute for conduct of examinations with its headquarters at
Srinagar, Justice J. N. Wazir being its Honorary Vice-Chancellor.
This was followed by a noble effort by the authorities to revive the
old tradition of learning and teaching, an essential feature of
ancient Kashmir, through the establishment of three postgraduate
departments in 1956 - English at Srinagar, and Economics and Geology
at Jammu. Thus came into being a full-fledged University, then
christerned the University of Jammu and Kashmir, with Mr. A. A.
Fyzee as its first whole-time Vice-Chancellor. The University was
shifted to the present campus, known as Amar Singh Bagh, when the
land was donated by Dr. Karan Singh, the second Chancellor of the
University. A lay-out plan was prepared by Mr. Fayaz-ud-Din, Chief
Town Planner from what is now Andhra Pradesh and Mr. G. B. Mhatra,
an eminent architect of Bombay. With financial assistance provided
by the University Grants Commission and the State Government, a
series of construction works began at the Campus in 1959, with the
foundation stone laid for the Arts Faculty Block by Bakhshi Ghulam
Mohammad, the then Prime Minister of the State, on 5 June 1959. The
Faculty was commissioned on 1 August 1960 by Dr. S. Radhakrishnan,
the then Vice-President of the country.
In 1965 the University was reorganized and divided into two
divisions of equal status; one for the province of Jammu and the
other for the province of Kashmir - with a central organization
having specific legislative and executive powers relating to budget,
finance, planning, coordination, improvement of standards of
teaching and examinations and devising of courses of studies. Each
division had its own executive body to run the day-to-day
administration and its own academic bodies to formulate programmes
and policies. The Pro-Vice-Chancellor was the chief executive and
academic officer of the concerned division while the Vice-Chancellor
was the principal executive and academic head of the whole
University. Mr. G. A. Mukhtar, the then Education Advisor to the
State Government was appointed the first Pro-Vice-Chancellor of the
Kashmir division.
By an ordinance promulgated by the Governor of the State of J&K on 5
September 1969 - which was subsequently replaced by an Act of the
State Legislature and was published in the Government Gazette on 10
November 1969, the University of Jammu and Kashmir was bifurcated
into two full-fledged Universities : the University of Jammu and the
University of Kashmir. Accordingly, the statutes and regulations of
the Jammu and Kashmir University Act, 1965 were modified.
Since 1956, this academic institution has come a long way and has
developed into a multi-faculty University, imparting instruction in
various subjects in the Faculty of Arts, Languages, Natural
Sciences, Social Sciences, Education, Commerce, Law, Medicine,
Dental Surgery, Engineering, Music and Fine Arts and Non-formal
Education, all manned by academics with considerable teaching and
research experience, some of whom occupy places of eminence in the
academic world.
The University provides reasonably comfortable residential
facilities - on first-come-first-served basis to the teaching and
non-teaching staff as well as to students, male and female, in
hostels. Besides the departmental libraries, the University has a
centrally-heated central library, called Iqbal Library, with a vast
collection of books, leading national and international journals and
magazines and the recently installed internet facility. The location
of the library, a magnificent edifice, at a walking distance from
the various departments of the University, renders it easily
accessible to teachers, research scholars and students of the
University.
Sher-e-Kashmri University of
Agricultural Science and Technology J&K
The Sher-e-Kashmir University of Agricultural Sciences and
Technology, J & K was established in the year 1982 with the
objectives of catering to the research, education and extension
education requirements of the state. The entire educational
infrastructure like colleges of Agriculture, Veterinary and Forestry
came up in Kashmir province only and major infrastructure for
research and extension was also developed in the same region.
Subsequently, a demand for the establishment of a separate
Agriculture University for Jammu region was projected as
agro-climatically and topographically, the Jammu region is different
from the Kashmir division having diversity among its livestock, type
and pattern of cropping and socio-economic/geographic linkages. The
problems of Jammu region are location specific in research on crops,
pulses, fruits, oil-seeds, vegetables, agriculture, species of
livestock and poultry. Keeping these considerations in view, the
then Prime Minister of India, Sh. H.D. Deve Gowda, during his visit
to Jammu in 1996, announced the establishment of a separate
Agricultural University for Jammu region. His successor-in-office,
Sh. I. K. Gujral, subsequently reiterated this commitment
Following these announcements, the Indian Council of Agricultural
Research (ICAR) constituted a high-powered committee popularly known
as the Madan Committee. The Committee recommended, in principle, the
establishment of the separate Agricultural University for Jammu
Accordingly; the Sher-e-Kashmir University of Agricultural Sciences
& Technology Act of 1982 was amended by the State legislature
providing for a separate Agricultural University by the same name (SKUAST
of Jammu).
sher-e-Kashmir University of Agricultural Sciences & Technology of
Jammu came into existence on 20th September 1999 following the
amendment in Sher-e-Kashmir University of Agricultural Sciences and
Technology Act 1982 through the State legislature. The establishment
of SKUAST of Jammu has in its background aspirations, commitment and
missionary zeal to fulfill the area specific needs of people of
Jammu for research and development in the fields of agriculture and
allied sectors under the diversified agro-climatic conditions. The
SKUAST of Jammu inherited few assets and staff deployed at various
stations and sub stations from erstwhile SKUAST(J&K) to carry on the
mission of agriculture research and development.
To meet the demand of trained manpower of development departments
and face the challenges in agriculture under the clout of
liberalization, privatization and globalization, the pursuance of
academic excellence and production of need based trained graduate
has been given due priority. In the accomplishment of this task, the
top positions of university were filled and the various statutory
bodies of the university i.e University Council, Board of
Management, Research Council, Extension Council and Academic Council
were notified. Wide variety of talent and intellect have been
positioned in the faculties and assigned the task of building
institute of academic excellence and responsiveness to the need of
farming community. The admission to the undergraduate courses in
agriculture, veterinary sciences, post graduates courses in
agriculture, veterinary sciences and Doctorate programme through
competitive exams is a regular feature.
In pursuit to establish a comprehensive resident instruction
programme the selection of suitable site for establishment of
university was given due consideration. After long deliberations and
visits to various sites, Chatha/Rakh
Chatha was identified as the most suitable site for the main campus
of the university. The R.S.Pura campus has been remodeled to house
the full-fledged Faculty of Veterinary
Sciences. Within the constraints of space academic, research and
extension activities were carried out with full missionary zeal. The
quality of education imparted was recognized and degrees awarded by
university have been recognized by Veterinary Council of India in a
brief span of less than five years. SKUAST of Jammu has the
distinction of being one among 10 SAU's to start the RAWE programme
in the B.Sc. Agriculture curriculum. The libraries, being key to the
academic excellence and pursuance of quality research have been
given due consideration. Separate libraries have been established at
the Chatha and R.S.Pura campuses having good reference book bank and
subscription to National and International journals.
Concerted efforts were made to systemize the research activities on
sound footing, the research priorities were identified and
subsequently various research projects were framed to tackle the
area specific constraints. All these efforts proved fruitful and
break through have been made in varietal development; production
management and post harvest technology. About 26 research projects
funded by various agencies are being pursued in university. In order
to give a boost to horticulture production particularly on post
harvest technology, value addition & systematic marketing. one
prestigious project for the establishment of quality control
laboratory in this university has been approved by Govt. of India
with financial assistance of Rs.1 Crore.
The university has been actively involved in the transfer of evolved
technologies to the end users through the strong extension system.
The scientist farmer interactions are frequent and liberal. Training
programmes for the up-gradation and refreshing the technical
knowledge of line departments' functionaries are organized. The
technologies developed, tested, refined are disseminated for
adoption by farmers through adoptive trials and front line
demonstrations through Krishi Vigyan Kendras. The technical
information and production recommendations are disseminated through
the publications and print material in form of pamphlets, leaflet
and posters. Keeping abreast with the latest technologies available
in field of information technology facilities like Video
Conferencing and LAN are available for usage. KISSAN CALL CENTER for
spontaneous redressal of farmer's queries is functioning in the
university.

Hence the birth of Sher-e-Kashmir University of Agricultural
Sciences & Technology of Jammu was held on 20th September, 1999
following the amendment of Sher-e-Kashmir University of Agricultural
Sciences and Technology Act 1982 through the State legislature.
The University has two faculties viz. Faculty of Agriculture at
Chatha/Udheywalla and Faculty of Veterinary Sciences & Animal
Husbandry at R.S. Pura and have different Research
station/Sub-Stations/centre spread over the entire Jammu province
comprising of Six districts viz, Doda, Poonch, Rajouri, Jammu and
Kathua are engaged in research activities in the areas of
agriculture, horticulture, livestock, dairy, fisheries and home
science.
MANDATE
i. Imparting education in Agriculture and other allied branches of
learning and scholarship.
ii. Advancement of learning and prosecution of research in
Agriculture, Animal Husbandry and other allied branches.
iii Undertaking the extension education of such sciences for the
benefit of the rural people of the State.
iv. Such other purpose as the university may from time to time
determine.
Vice Chancellor,
Dr. B. Mishra – a famous rice and wheat breeder has joined Vice
Chancellor, Sher-e-Kashmir University of Agricultural Sciences and
Technology (SKUAST), Jammu in the forenoon of 14th November, 2008.
Dr. Mishra, a distinguished and successful plant breeder and
research manager, headed the Directorate of Rice Research (DRR),
Hyderabad and Directorate of Wheat Research (DWR), Karnal - the two
most important crops, rice and wheat, contributing more than 75 % to
National Food basket. He was National rice and wheat research
programme leader for more than eight years. He has co-ordinated
several important national and international research projects (ICAR-UNDP,
IRRI-ADB, Indo-UK, ICAR-IRRI, CSSRI-UoS- IRRI, DFID, World Bank/EEU
aided CSSRI-UPLDC, ACIAR-ICAR, Indo-Swiss (ISCB), ICAR- CIMMYT,
ICAR-ICARDA) etc. His pioneering work on genetics of salinity
tolerance and ion uptake in rice is well recognized worldwide. Of
the several salt tolerant and high yielding rice varieties (CSR 10,
CSR 13, CSR 23, CSR 27, CSR 30, CSR 36 and Jarava) and one early
rice hybrid (DRRH 2) were developed by him. CSR-10 and CSR-30 have
revolutionized rice production in the fragile saline / sodic soil
areas. CSR 30 is the World’s first Basmati variety possessing salt
tolerance has now replaced the best quality Basmati type Taraori
Basmati and also adapted to normal soil. It occupies more than 90
per cent of the traditional type basmati area in Haryana. Dr. Mishra
has made outstanding contribution in developing low-cost biological
amelioration technology for salt affected soils through development
and popularization of CSR 10 variety which is substitute of chemical
amendment for resource poor farmers. He has done pioneering work of
introgressing 3 BLB genes (xa5, xa 13 & Xa21) in Sambha Mahsuri
variety of rice which has now been released for commercial
cultivation. Another most significant contribution made under his
leadership was the development of rice hybrids in India which has
now spread from an area of 0.1 mha to more than 1.2 mha now. As
Project Director, he has facilitated the development and release of
144 rice including hybrids, 21 wheat, 1 triticale and 3 barley
varieties suited for different ecologies. He has coordinated the
national gene pyramiding project of rice, wheat, maize, chickpea and
tomato, functional genomics and many others. He was also involved in
the development and release of wheat variety, DBW 17, a substitute
of PBW 343 and one malt barley variety DWRUB 52. Novel research
initiatives like pyramiding of rust resistance genes (Yr5, Yr10,
Yr15, Lr34, Lr37) in the background of popular wheat cultivars like
PBW 343, HUW 234 and Lok 1 have been initiated during his
leadership. He has played a key role in formulating strategies to
tackle threat of a new stem rust race Ug99. He has visited many
countries (USA, UK, Australia, China, Japan, Italy, Philippines,
Mexico, France, Netherlands, Spain, Vietnam, Indonesia, Thailand,
Pakistan, Egypt, Australia, Mexico etc.). To his credit he has 427
publications including 74 refereed research papers in international
& national journals of repute. He has guided 8 PhD and 3 MSc
students and organized 315 training programmes and many
national/international conferences. He has been Chairman / Member of
many Board of Management / Academic Council / Management Committee /
Research Advisory Committee and Selection Board of SAUs and ASRB,
New Delhi. He is recipient of many prestigious international and
national awards and honours- Rafi Ahmed Kidwai (ICAR), AK Richharia
(Best Rice Scientist - International Year of Rice), Hari Om Ashram
Trust (ICAR), Rao Bahadur Dr. Ram Dhan Singh Memorial Award (CCS HAU)
and International Senadhira Award (IRRI, Philipines) and several
other recognitions like Fellow of National Academy of Agricultural
Sciences (NAAS) and Member of International Organizing Committee of
12th International Wheat Genetics Symposium.
Baba Ghulam Shah Badshah University
Baba Ghulam Shah Badshah University has come into existence by an
Act of the Jammu & Kashmir Legislative Assembly called the Jammu &
Kashmir Baba Ghulam Shah Badshah University Act No. XVI of 2002. The
university is nurtured by the Jammu & Kashmir Wakf Council. The
motto of the university is “Iqra bismi Rabbik alladi Khalaq” which
means, “Read in the name of God who has created all that exists”. It
reflects the vision and idealism for which the university stands.
The objective identified for the university in the Act is to impart
quality education and undertake research in basic and job oriented
fields. Accordingly, the university has launched postgraduate
teaching programmes in Business Management, Financial Management,
Computer Sciences, Information Technology, Arabic, Applied
Mathematics and B. Tech in Electronics and Communication, Computer
Sciences & Engineering and Information Technology.
Central Library
From a modest beginning, the BGSBU library is on the verge of a real
take off, as it combines the virtues of classical reading / study
with the strength of 21st Century technology. It is growing in new
fields, while consolidating on the gains of the past. It is trying
to reach out to members and create new ways to fulfill their
information requirement. The University is committed to “reach the
unreached” with state-of-art infrastructure, modern library and the
right ambience for teaching learning process.
BGSB University is devoted to provide quality Library Services. BGSB
University has been admitted as an institutional member of DELNET
(Developing Library Network) -an international Network.
The BGSB University has acquired 512 kbps Band width VSAT
connectivity from Huges Escort Communications Limited (HECL). This
connection is provided to various educational institutions to
facilitate centralized Internet connectivity for Library members
including students, teachers and other staff members alike. Efforts
are on to provide Cyberary facility in the campus. The University
has been admitted as an institutional member of DELNET (Developing
Library Network)- an international Network, which has connected the
University Library to about 1200 libraries across the world.
Online access to the University users’ remains open for 24 hour,
ours is the second University library in the state of Jammu &
Kashmir which has been registered as an institutional member by the
DELNET. Since the inception of DELNET in 1988 only eight
institutions have so far been registered as institutional members
from this state.
Installation of DELNET facility is satisfying the major information
requirement of students, research scholars and faculty members.
Central Library of BGSB University is now extensively facilitating
Inter-Library Loan (ILL) and Document Delivery facility to its users
because online-access to more than the six million records of
databases is now available. This venture is mitigating the severe
shortage of books and journals which have been prohibitively costly
due to the widening gap between the growing demand for literature
and the limits of available resources.
